LEGAL NOTICE: The Weatherization Assistance Program (WAP) at Opportunities for Otsego is soliciting subcontractors for the following services to be completed at Peacock Manor Apartments in Norwich NY: 
• Replace stairwell lighting
• Replace office and common area lighting
• Window replacement.
• Install rigid foam and new siding on the exterior of the building.

All interested bidders must attend a pre bid meeting. The meeting will be held on October 8th 2021 at 10AM at 13 Brown St. Norwich, NY 13815. Please register for the meeting by calling (607) 433-0444.

All Women Owned and Minority Owned Businesses are encouraged to attend.

The Weatherization Assistance Program (WAP) is administered in New York State by Housing and Community Renewal (HCR). HCR receives funding from the United States Department of Energy (DOE), and Health and Human Services (HSS).


We're Growing! Opportunities for Otsego's Weatherization Program has expanded into Chenango County and is hiring new crew members

Weatherization is a home energy conservation program that makes homes more energy efficient, affordable, comfortable and safe.

We may provide:

  • Whole house energy assessments 
  • Installation of Energy Star appliances and windows
  • Cellulose insulation blowing 
  • System repair/replacement on furnaces and domestic hot water heaters
  • Air sealing
  • Weather-stripping and caulking around doors and windows
  • Replacement/repair of storm windows
  • Replacement/repair of broken windows and/or outside doors
  • Installation of smoke detectors and check for gas leaks and carbon monoxide
  • Education on energy conservation 
  • Information on available financing for energy-related improvements

No fee for services:

All services are provided without cost to income-eligible homeowners and tenants. However, owners of rental buildings renting to low-income tenants can access this service with a minimal contribution towards the cost of the Weatherization services.
