Building Healthy Families is a partnership for pregnant and new parents that takes place in the comfort of home. Respecting each family’s culture and values, home visitors assist parents to prepare for birth, parenting, and parenting challenges and offer information, resources and enjoyable activities that promote healthy infant and child brain development, social-emotional well-being and secure family bonds. Building Healthy Families can support participants from pregnancy to Kindergarten.
Early Head Start is a community-based program for low-income families with infants and toddlers and pregnant women. The program promotes healthy prenatal outcomes, enhances child development, and promotes healthy family functioning. Families involved with Early Head Start are offered services until their child enters Head Start.
Head Start is a comprehensive preschool program that helps children from low-income families develop the early reading and math skills they need to be successful in school. The program promotes school readiness by enhancing the social and cognitive development of children ages 3 through 5.
Universal Pre-Kindergarten (UPK) offers four year old children access to high-quality prekindergarten programs that prepare them for future school success by developing strong foundational skills in early literacy and numeracy.
Weatherization assists income-eligible households in optimizing their home heating and cooling usage by completing home energy assessments and installing energy savings devices. Services based on need, but may include weather-stripping and insulation. Serving households in Otsego and Chenengo Counties.

Women, Infants, and Children (WIC) provides supplemental food, health care referrals, and nutrition education for income-eligible pregnant, breastfeeding, and non-breastfeeding postpartum women, and to infants and children up to age five. The program is linked to positive birth outcomes and enhances the overall health of pregnant women, new mothers, and infants.
Food Pantry offers non-perishable food for households waiting for SNAP benefits, facing challenges accessing their local food pantry, or experiencing an emergency. Perishable food and hygiene items may be provided as available. You are also invited to browse and shop our emergency shelter Amazon Wish List. Purchased items can be delivered directly to the agency. Thank you for your support and generosity.

Emergency Housing provides comprehensive, goal-focused services to at-risk and homeless households to promote retention and maintenance of safe, stable, affordable housing, access to support services and provides individualized, integrated case management.
Housing Services provides resources to access housing education, counseling, and budgeting guidance for renters, homeowners and potential homeowners, so families can realize the dream of homeownership and successful tenancy experiences.
Transitional Housing provides supports and financial assistance to victims who have become homeless as a result of fleeing an abusive situation.
Emergency Shelter is available to homeless Otsego County residents. Eligible families may stay at the homeless shelter up to 90-days while they look for new, permanent housing. Temporary housing is also available at area motels on a case-by-case basis. Opportunity House is a family-only shelter. Unsheltered individuals may call the 24-hour hotline for assistance.
Rental Assistance & Supportive Services are available to stabilize and rapidly place homeless Otsego County households in permanent housing.
Emergency Utility Assistance may be available to households in a utility crisis that are not eligible for financial assistance through other sources. Payments available to avoid or restore a utility shut-off, deliver heating fuel/propane, or cooking fuel. This resources is dependent on available funding.
Wheels to Work offers financial assistance to eligible adults so they may make necessary vehicle repairs, obtain gas cards, and pay select DMV fees and car insurance premiums so they can get to and from work or job training programs. Applicants must live in Otsego County and be a parent or non-custodial parent of a minor child
The Violence Intervention Program (VIP) provides comprehensive support services to victims of domestic violence, sexual assault, and violent crimes. The program promotes safe environments, self-determination, self-worth and envisions a future where people are free from abuse and oppression.
Emergency Shelter is available to victims seeking to leave an unsafe, abusive situation. The safe house is staffed 24 hours a day, 7 days a week and is wheelchair accessible.
Transitional Housing provides supports and financial assistance to victims who have become homeless as a result of fleeing an abusive situation.
Education is available to primary and secondary schools, colleges, businesses, and community groups upon request. Specialized training is available for law enforcement and court personnel. VIP also coordinates volunteer training.
Health Insurance Navigators offer one-on-one assistance to help families enroll in health insurance options through the New York State Health Plan Marketplace. A representative from Fidelis Care is available at 3 West Broadway the 3rd Tuesday each month from 9 AM-Noon. Appointments preferred. Walk-ins welcome. Request an appointment by calling 315.466.9567.
Community Advocate helps individuals and families from Otsego County get connected to agency services and resources across the community. Available for outreach events.
Social Care Navigation connects eligible Medicaid Members to housing, nutrition, and transportation services to support their health-related needs.
